Suggest Treatment For Small Bumps On Foot

Hi, I have some small bumps on my right foot near the sole...it itches at times and sometimes looks like water is under the bumps. I was told it s eczema. But I ve tried so many things and it helped once but it s back and I don t know what else to do to get rid of it permanently. What do you recommend please?
