Hi,
The swollen leg appears to be secondary to chronic congestive cardiac failure. If your father is suffering from hypertension, it could have led to it.
Two years is a very long time. Few things that can be tried are limb elevation, above the cardiac level. Lying down, you can put two to three pillows under limb. Crepe bandage is another, but not recommended. He can take diuretics, but avoid at night as it cause increased frequency of micturation.
Low proteins is another possible cause. Try to improve his nutrition. Proper control of hypertension with nutrition with mild lower limb exercises should control the swelling.
Hope I have answered your query. If you have any further queries, happy to help.
