I recently had an issue with a tooth that had a filling. Something came off but the filling was still there. I went to the dentist to get it checked out. They wanted to charge way too much so I moved on. A couple days ago the filling fell out but I've noticed even before the filling fell out that my gum around that tooth had swollen up. When I looked at it in the mirror I see that there is a white bump. What seems to be the issue?

As per your complain a white bump over the gum of the tooth that had a filling seems to be due to secondary decay in the tooth that has progressed below the root tips of the tooth leading to formation of pus..
