Each test may have a different window period. The window period is the time from when infection may have occurred till the time when a test can reliably say whether it is present or not.
The ELISA test has a window period of up to 3 month to 6 months but the newer tests have a much shorter window period.
The PCR at 7 weeks is long past this window period so this result is conclusive, you are HIV negative.
The fever, lymph nodes and headache are due to another infectious cause . Your doctor would need to assess you to determine the source of this infection.
I hope this helps
