Suggest Treatment For Ulcers On The Foot And Lower Legs

My husband has ulcers on his foot and lower leg. He also has swelling which causes them to open up. He has been checked many times for diabetes but the tests have come back negative. He has had several vein ablations which were supposed to eliminate this problem but unfortunately the ulcers persist. He has been seen by many types of doctors including infectious disease doctors and they have found nothing. He no longer knows where to turn. Do you have any suggestions?
