Being born prematurely is a risk for
deafness. A hearing is necessary for speech to develop. The sounds made by an infant are modeled after what she hears her parents say.
There are specialists who believe that both sign language and spoken language should be used when working with a deaf child.
Has she already been evaluated by pediatric audiologists and pediatric ENT and developmental/behavioral pediatricians? Is there a possibility that hearing
aids or cochlear implants could be of help?
Have you looked into support and deaf advocacy groups as well as local/state deaf services bureaus? She should have a 504 plan at the school she attends.
