Swollen Legs, Fluid Filled Blister On The Feet, Discolored Feet. What Is The Problem?

Hi, I have a friend who is very frail and her legs have now swollen to three times their normal size. It appears that they have one large blister from her feet all the way up. This large blister is making little holes all over and is oozing blister liquid. The blister is rising up to her tummy and I am concerned. She also appears to be yellow in colour. Her feet underneath are blue and so are her toes. She will not see the doctor and I don't know how serious this is.
