TCC mets to bone and lungs

Hi. My father in law had tcc in his bladder, was treated. Had his kidney removed and did 6 cycles of chemo and he was doing fine. A month ago he suffered from back pain did mri and pet scan and they found tumours in his vertebrae, ribs, iliac bone and both lungs. So the primary cancer was in the bladder that spread. What is the best treatment for this? What would the stage be in this case? And what is the prognosis? Thank u
