Hello.
Thank you for contacting HCM.

A typical female menstrual cycle is 28 days long in which ovulation occurs around 12-15th day. If the female has a shorter cycle as that of 22 days ( as your partner) there are chances that the ovulation takes place soon after the periods end. As the sperm remains viable in the reproductive tract for up to 6 days, there are chances of it being present at the time of ovulation thus leading to fertilization and pregnancy.
Also even though you practiced withdrawal method and you are saying the continuity of the condom had broken then again the pre-ejaculatory fluid also contains sperms in some individuals.
I would suggest to wait for the next period to start. If your partner misses it then take a urine pregnancy test just to be confirm.

As for your second question I have already explained above that in females with short duration of menstrual cycle, days of periods are not absolutely safe to have unprotected sexual activity.

I hope this answers your question. Please feel free to contact HCM again if you have any concerns.
Wishing you good health.
