If you put a condom on the penis and the condom end that unrolls is about 1 to 2 inches from the basealf the penis and as you have sex the vagina go s passed the condom and touches your penis and the skin of your penis that s not covered by the condom that s exposed is wet from the womans vagina would that be safe can you get anything from that happening?

As long as the end of the condom was on when you ejaculated and the sperm didn't leak out, the condom will be effective in preventing pregnancy.
Regarding STD's it is best for prevention to cover as much of your penis as possible, but you are still well protected if the end part stayed on.
