You seem to have developed lesions of folliculitis over the legs. These are essentially a bacterial infection of the root of the hair follicle. These lesions tend to be red and painful. You should avoid the application of any moisturizers or oil over them. Wear cotton clothes so as to decrease further friction and trauma. You need to clean them with an antiseptic lotion followed by application of a topical antibiotic cream. You should see a nearby dermatologist if the lesions still tend to persists or increase since you might need a course of oral antibiotics.
