Hi,
you were treated for carcinoma of anal canal. After radiation the calibre of the canal may decrease because of fibrosis due to radiatiton. This can cause constipation. Apart from this, constipation may be due to other reasons which are not specific to radio therapy.
mucoid discharge may be due to radiotherapy. It is improper to come to a conclusion without proper clinical examination in your case.
Did you go for followup after your treatment. ? If not please go to the doctor immediately for checkup. Clinical examination and few investigations can help you in identifying the problem.
