had a biopsy nov. 2 2016 and negative for prostate cancer. PSA 4.6 had a cystoscopy july. 2017 PSA done in september 9.95 and a repeat test of PSA 3 weeks later PSA 7.02 What is the next step to find out why the PSA is fluctuating however still quite high?

This is common scenario. But no need to worry for prostate cancer as your biopsy is negative for malignancy. Prostatitis, benign prostate hypertrophy (BPH) can also cause mild rise in PSA. So keep regular watch on PSA values every 6-8 monthly. If needed repeat biopsy should be planned to reconfirm that it is not cancer.
