What Causes A Bad Itchy Rash On The Lower Abdominal Area?

I have a bad rash on my lower abdomen. It started out as a couple small dots that looked like bug bites. They started itching and it just spread and got worse. It is now covering most of my lower abdomen. What could it possibly be and what could I do to get rid of it and also what can I use to stop the itching?
