What Causes A Bulge At The Frontal Lobe Near A Surgical Scar?

My son in law showed me a bulge located at the frontal lobe area that he is clearly worried about. The site is directly In front of a surgical scar which was the result of a car accident in Italy10 years ago. Behind the soft prominent I observed a pulsing vein tracing back to a dip or small crater also around the old surgery. Should we be worried. Thank you doctor. Donna Bradley
