What Causes A Hard Circular Area On The Lower Leg?

My daughter has developed a hard circular area (not a lump) to her lower leg. About 5/6 cms in size. It is not deep vein thrombosis. She has recently had an MRI scan but as yet doctors seem to be unable to find cause. She is due to go on holiday in 3 weeks time and is understandably concerned with regard to her travel insurance.
