Well , your situation could arise from a lot of conditions.
1. Sebaceous cysts may lead to such bumps which may occur due to infection of the hair follicles over the area. Be sure, not to pop up the bump since you may aggravate the condition due to infection
2.
Hormonal changes which occur during menstrual cycle,
excessive sweating ,
pregnancy , friction may be other causes. please do provide your age.
3. STDs:
Genital herpes and
HPV infection are also potent causes.
Genital Herpes infection are sore whereas HPV infection may be also associated with warts over the area
So , keeping in mind these causes, i would earnestly request you to visit a gynaecologist and get a local examination done. It is difficult to arrive at a conclusion without having a local examination done.
Meanwhile,try to followthe following advice as per your convenience:
1. Wash your underwear with a mild non scented detergent
2. do not use synthetic underwear . Cotton Fabric is the best.
3. Wash the area regularly and keep it dry and clean.
4. never pop up the bump yourself since it will be painful as well as infectious.
