What Causes A Recurrent, Itchy, Raised Facial Rash?

I have had a on off face rash for about 3 months. On steroid cream. It goes away and then comes back. No new soap, no new make up or lotion. No new drugs. No new laundry detergent. It starts on checks and goes up around my eyes. It is red, raised and itchy.
