What Causes Abdominal Obesity, Rash On The Body And Green Stool?

My husband is a heavy drinker for well about 15 yrs . He has swollen stomach , raw patches on his feet along with more swelling , rash all over body , and now has green stool and vomit . He refuses to seek medical help . Is this a liver or kidney issue ? what stage would these symptoms appear ?
