The bacterial infection previous year does leave such kind of scarring/ pigmentation if it has been deep enough. But its not a worrysome and permanent issue; left alone it will gradually disappear over a couple of years. There are OTC ointments and creams to help with the de-pigmentation process, and lightening of skin that are quite safe. I would recommend taking her to a skin specialist for specialised skin treatments (laser/ dermabrasion etc) for a more reliable solution to the predicament keeping in mind her age.
