What Causes Blisters On Scar?

I have a scar from where the skin was scraped off my elbow on a fiberglass slide like road rash. The scam is long gone but the scar is fresh and pink/purple. Now a blister has formed on it scar. Seems to be clear liquid in it. Doesn’t look infected. Why would this happen? Thanks.
