What Causes Blisters On The Penis?

I have a cluster of tiny white blisters on the foreskin when I pull it back. Some are in rows of 3 or 2 and some are single by themselves. They re tiny but there s a cluster of them at the edge of the foreskin. They have never hurt, they have never formed into sores. They are white skin coloured and they increase. What could they be?
