Asthma is not always a clinical diagnosis. PFT (pulmonary function test) is must for the confirmation of diagnosis. So in my opinion, to solve this controversy about having asthma or not, better to
consult pulmonologist and get done PFT.
If PFT is showing obstructive Airway defect then asthma is confirmed.
And PFT will also tell you about severity of the disease and treatment is based on severity only.
Best treatment for asthma is long acting beta 2 agonist (LABA) (formoterol or
salmeterol) and inhaled
corticosteroids (ICS) (budesonide order
fluticasone). Since he is not taking these drugs, he is not improving.
Levolin is having
salbutamol. And it is not good drug for asthma.
So better to consult pulmonologist and discuss all these.
