Based on the history you have shared, the broken vessels can be due to hypertension.
But sometimes malignant hypertension can cause short term or acute changes which may be reversible.
However, with chronic or long term hypertension slowly blood vessels in retina of the eye gets damaged overtime for which some intravenous injection are given for vascular growth factors.
First priority should be to bring down blood pressure slowly and gradually but permanent control is very important.
You may need long term combination of two or three blood pressure medication including calcium channel blockers, ARBs and beta-blockers.
