What Causes Bulging Of Veins In Hands And Dark Discolouration Of Fingers?

Hi, my mother is 81 and about a day ago she noticed her veins in her hands and forearms are bulging. Her fingers are dark red/purple. The don t seem to hurt, she has no shortness of breathe or chest pain. When she raises her arms above her head the veins stop bulging. Is this something to be alarmed about. Should she seek medical attention right away?
