What Causes Bumps At The Base Of The Penis?

I think i gave genital herpes. i have had bumps on my penis at the base of the shaft for about three or four months. this is my first herpes outbreak and i dont think i got it from sexual contact. i have been tested before and am positive for the simplex 1 virus. i have yet to be tested again for the symlex 2 virus. will the bumps go away or do i have a permanent outbreak.
