What Causes Bumps On Buttock Cheeks And Groin Area In Toddler?

My son is 21 months old and he always get the little bumps that look like zits/whiteheads. Usually he gets them on his upper butt cheeks or above groin area. Sometimes on his upper leg. I usually put diaper rash cream on them and they go away after a week or so. What could it be?
