What Causes Bumps On Leg Near Ankle, Muscle Weakness And Tingling Numbness?

I have some bumps on my leg about 6 inches above my ankle. They only appear when i apply pressure/flex. The symptoms I have had are; muscle weakness, warm burning sensation, pain/irritability, tangling, and numbness. I saw a vein specialist but he wasn t sure being that he didn t have his other ultra sound tool and he thought it looked like a cyst. So i went back to my family doctor and he still thinks its a vein issue. What does it mostly likely seem to be for a male, age 23, athletic, and overall healthy?
