I have tiny bumps on my upper lip but have never had a cold sore. They don't itch or hurt but I am concerned. They look like tiny water filled sacks that are barely noticeable. They don't appear on my tong or gums or inside my mouth or anywhere around my mouth. What is this?

As per your complain clusters of tiny bumps over the lips that are filled with fluid are most common signs of viral infection caused by Herpes simplex Virus 1 causing cold sores.. It seems to be the most probable cause in your case. You should consult a Dermatologist and get evaluated and in case if herpes is suspected doctor can advise few tests like viral culture, antigen-antibody reaction, polymerase chain reaction etc.. In case if it turns out to be negative other causes like bacterial infection, allergic reaction and sun blisters can be ruled out.. For herpes antiviral drugs like Acyclovir and topical antiviral agents like Valacyclovir [valtrex] can be advised.. If it is due to other causes treatment will be done after confirmatory diagnosis..
