What Causes Burning Sensation While Urinating?

My brother started ha ing trouble urinating with burning and straining to go. Only small amounts released. He went to ER and they catheterized. Went to urologist, removed catheter. A couple (4) days back in ER to catheterized again. Back to urologist removed again only 100cc output in 5 hours. Catheter back in, just removed again 4 hours ago and drank 40 ounces in that 4 hours. Still not able to pee.

This is suggestive of urine retention and now exact cause should be established. if there is inability to urinate then he should go back to urologist and have permanent urinary catheter placed. After this he shoud do further tests such as CT scan and cysoscopy. He should take around 2.5 liters per day.
