Noted your history about cancer breast treated and survivor, developed congestive heart after first
Chemotherapy, have pace maker, defibrillator, has running nose so much so that the nose runs down face on sitting up and also have chest congestion.
The Running nose to this an extent one has to rule out the nasal problems including leaking CSF from brain through a hernia.
CT scan of
sinuses can help with a proper diagnosis.
Heart failure causes the secretions in chest to retain and thus can cause persistent coughing.
Hence I would advise you the following:
Consult an ENT Surgeon and a Pulmonologist too for proper clinical evaluation and relevant investigations like pulmonary function, CT scan of chest and so on.
Bronchoscopy can help further.
Once the cause is found then a specific treatment for your symptoms can help you better:
Continue medications for heart.
