What Causes Chronic Body Chill?

I am female, 68 years old, 5' tall, about 140 lbs. I am always colder than those around me. When I take my temperature, it is in the 96 to 97 degree range. It has been in the 70s in Las Vegas this week but I still want to wear a heavy coat. What is my problem?
