Hello and Welcome to ‘Ask A Doctor’ service.
I have reviewed your query and here is my advice.

The coughing your husband is having is due to pneumonia. The use of nebulizer is sometimes associated with irritation of mucosa of upper respiratory tract, explaining the presence of blood with phlegm. I understand to wait until Monday appointment you have with the doctor. However, if the blood will persist and in larger amount, should get back to doctor's office as soon as possible.
For the moment, with such small amount of blood with phlegm, should wait until Monday appointment.

Regards,
