Hello, The white discharge that you see under the foreskin is smegma, a normal secretion of the oil glands around the penis. Smegma should be cleaned daily, use a mild soap and warm water to wash the area that s usually covered by your foreskin, keep it clean. Since you are unable to retract (slip back easily) the foreskin and it has become dry / brittle, you should get clinically examined by a urologist. You may need a circumcision done. Your wife is also experiencing dryness of the vagina so you must use vaginal lubricants before intercourse. Take food rich in vitamin E or Cap.
