What Causes Decreased Heart Rate Despite Using A Pacemaker In A Heart Patient?

We were told that my husbands heart is only functioning at 15%. He has a pacemaker/defibulater installed and has had for 3 years. He was to go in and have some blockages repaired and 2 anyuerisms repaired last week and they would not do it because the anesthesiologist would not administer the anesthesic because his heart was operating at 15%. What is his life expectancy at this rate?

The decreased heart rate with pacemaker, can be part of
- Pacemaker non or dys function
- Sympathetic inhibition
- Heart not responding to pace maker rhythm
- Very advanced or fulminant stage, where low grade inflammation response does not help to clear the insult
