What Causes Delayed Fetal Development?

How far behind can fetal development be? I am supposed to be 12 weeks, but they are measuring the fetus at 6, with HCG levels rising normally. They said I have my dates wrong, but I took a positive pregnancy test 8 weeks ago, and have not had any disruptions since then.
