What Causes Difficulty In Retraction Of Foreskin?

This question has 2 main factors to it. First off I'm 18 and have a very tight foreskin that I am unable to retract at all. Secondly with my case of bad luck I had sexual relationship with a girl who I'm pretty sure has given me something along the lines of an STD (Small white bumps along my shaft). Thank you
