What Causes Dizziness And Pain On The Lower Spine?

My wife has been having dizziness for over a week now and it is so bad that she went to the ER and was told that she had Vertigo with no further explanation as to why. This is also accompanied with pain in the base of her spine that is sensitive to touch. Her doctor has felt that she has MS but it was ruled out by further testing. what could be the cause of these problems?
