I went through your husband's history and would like to make suggestions for him as follows:
1.
Claritin,
Zyrtec,
Benadryl, etc are antihistamines and they work best for nose
allergy symptoms like
sneezing, running nose, nose itching etc. However, they alone may not work best for nose obstruction/congestion.
2. As his nose congestion is not improved with antihistmaines, I would suggest him to use intranasal corticosteroid sprays for 7-14 days. If still his nose obstruction does not improve, I would suggest him to get examined by an ENT surgeon to rule out any structural cause of nose congestion.
3. Regular steam inhalation will also help to improve nose congestion.
4. If he has a long standing problem, I would suggest him allergy testing for common air-borne allergens like house dust mites, molds, pollens, insect
proteins, animal dander etc. This will help him identify the substance causing allergies to him and also to know the measures to avoid them.
5. In general, I would suggest him to avoid exposure to dusts, smokes and air pollution as much as possible.
6. Please note that allergies are chronic disorders and their treatment requires a lot of patience and care.
7. Antihistamines can cause
drowsiness, sedation as side-effects. So it is possible that your husband is sleepy due to side effects of antihistamines.
