Brief answer: Seems like Withdrawal symptoms of the steroid cream
[Panderm Plus]..

Hi..
Welcome to HEALTHCARE MAGIC..

I have gone through your query and can understand your concerns..

As per your complain it seems that you have been using steroid based face cream that is Panderm Plus and it contains a combination of antibiotic+antifungal+steroid combination...
Steroid based creams on long term use makes the skin addicted to it and once you suddenly stop using the steroid creams you tend to get withdrawal side effects like itchiness, rashes, increased pigmentation and excess hairgrowth etc..

It is the same thing that you are experiencing now..

I would suggest you to consult a Dermatologist who will do a proper evaluation and also advise you a tapering method of stopping the usage of cream in which the application is not advised to be stopped suddenly and is gradually withdrawn over a period of atleast fifteen to twenty days so that you do not experience withdrawal symptoms..

As of now you can take anti allergics like Levocetrizine to relieve itching and redness and also do cool compresses on face..
Splash cold water on face as it will reduce inflammation and also redness..
Apply cool aloevera gel over face..
Avoid any makeup or chemical cosmetics on face..

Hope this information helps..

Thanks and regards.
