What Causes Excess Hair Growth On Legs With FSH 2.3?

hi my daughter has to shave her legs every day. it is very dark and coarse hair. She is 22 years old. Years ago she had her LH and FSH levels tested and they came back 4.6 for LH and 2.3 for FSH. - Polycystic Ovary Condition was brought up at the time. She was 15 at the time. She didn't have any other symptoms and was put on birth control pills. Her last blood test was a few years ago and levels were very low.
