My entire body is itching to the point where I can not sleep at night because I'm constantly scratching. About 2 years ago I had an outbreak of hives over most of my body with large welts. This time, no welts, but major itching to the point of drawing blood.

As per your complain it seems that you have got a severe allergic reaction or anaphylactic reaction to some unknown irritant leading to severe itching all over the body.. The previous history of having welts also seems to be due to allergic reaction.. I would suggest you to consult an Emergency room and they can give you injectable anti allergics and steroids for faster recovery from symptoms followed by oral anti allergics..
You can then consult an Allergist and get evaluated and he can advise you allergic tests like Patch test, RAST test to rule out the exact cause of the allergic reaction and treat you accordingly..
