The diastolic reading of 40 is low. Since it is not normally in this range you would need to monitor.

If it remains low and is associated with symptoms of low blood pressure then you may need to contact your doctor.
Symptoms of low blood pressure are dizziness, loss of consciousness, shortness of breath, increase heart rate, clammy sensation.
