What Causes Fluid Filled Blisters On Elbow Scar Caused By An Accident?
Fell on cement 3 weeks ago and scar has formed over forearm area near elbow. Today small fluid filled blisters are forming over scar and are very itchy. Had the same thing 1 week ago over a different portion of the scar which became red and sore but looked better after I soaked it. What could this be?

fluid filled blisters with itching are suggestive of contact dermatitis. if can be due to an antiseptic that you are applying or some ointment or may be some home remedy.
I suggest you stop applying anything that you have been applying. use only plain water for cleaning. do not add any antiseptic solution.
if I were your treating physician I would also advise mixed ointment like flutibact ointment and tab cetrizine for 3-5 days.
I suggest you see your dermatologist and get examined.
