What Causes Fluid Filled Painful Blisters On Legs?

my friend has Alzheimer's and diabetes she also has breathing difficulties due to heart problem, she has just started to get blisters on her right leg that fill with liquid and start off as a red mark, the blisters then burst but still look angry and red, they appear to be painful when any pressure is applied
