What Causes Hearing Loss?

My husband had an MRI which showed small old bilateral ganglia lacunae infarcts. This was done due to hearing loss, to see if there was a cause, or if he might have Menier s disease. It looks like this has the same symptoms. What is usually the time frame to be considered old ?
