What Causes Heat Rash Like Bump Around Penis Opening?

Hello.I have noticed small pricky heat rash type of bumps around my penis head(sulcus).it is not irritating ,itchy nor painful. But it doesnt looks good..how can i cure it pls suggest me.its been there from past 5,6 years. Does it occured because i had sex with my partner without protection on her menstrual period in past because i dont remember but i think after that this thing started occuring.. how can i cure it pls suggest.Thank you
