What Causes High Blood Pressure Along With Oedema In Legs?

I have been retaining water for 3 days now. Just took my B.P. 216 over 71. Heart rate is 54. I do have hypertension, but retaining the water is new. I am not on any new med s or any food changes. I will be 68 in August and I am a smoker. Not sure what to do?
