What Causes Hotness/burning Sensations In The Head And Face?

What could cause you to be hot in your head and face only? My brother is having a problem when he gets in temperature over 72 degrees. He gets a head ache and fills as it the temperature in his head is at a boiling point. He can not get cooled off. He has poured ice water over his head. He is not hot to the touch, but it is as if he has a internal thermostat that is on high an he had Bright s disease when he was a little boy and has had Bails Palsy several years ago. He is not able to work because of the headaches and being hot inside his head all the time. Is there a disease with this symptom like this?tte
