my boyfriend has what appeared to be a birthmark but over the years it has started to spread. The patches are a lighter pigment than his skin with light brown freckles just in the patches, also there at little blue veins in the patches. What does he have?

The symptoms you mentioned in query like hypopigmented patches on the body are probably Pityriasis Rosea which can lead to development of red itchy round to oval rashes mainly over the trunk, upper arms and thigh area. Need not to worry as Pityriasis Rosea is harmless and self limiting skin condition. Most of the cases do not require any treatment , condition usually resolve in 1-2 months. Take some over the counter anti histamine drug like benadryl. If condition persist for longer times then consult dermatologist for proper diagnosis. Doctor may order various skin test and prescribe steroid cream like cortisone .
